This is an advanced level project. There are many ways to turn this project depending on your prefence and the tooling you have. The general approach is as follows:

Turn the base:  mount the blank between centres. Turn round, square up the ends, and cut a tenon. Remove the blank, flip, and secure the tenon in a four-jaw chuck. Turn the outside to the desired profile. Create a recess for the first ring to fit in. Use calipers to determine the diameter. Check the diameter and depth often by test fitting the ring. Hollow out the inside of the base, below the recess you just created. Sand and apply a finish, if desired. Flip the blank around and secure it in the chuck by expanding the jaws into the recess. Use the tailstock to support the other end. Shape and sand the bottom. Apply finish, if desired.

Turn the lid: Mount the blank between centers. Turn round, square up the ends, and cut a tenon. Secure the tenon in a four-jaw chuck. Create a recess for the second ring to fit in. Use calipers to determine diameter. Check the diameter and depth often by test fitting the ring. Hollow out the inside of the lid, if desired. Turn the outside of the lid to your desired profile. You can test fit the base as you go to get the lid sitting where you’d like it. Sand and apply a finish, if desired. Flip the blank around and secure it in the chuck by expanding the jaws into the recess. Use the tailstock to support the other end. Shape the top of the lid, sand, and finish.

Glue in the rings: Mix a 2-part epoxy. You can spread the epoxy inside the recess of the vessel or on the outside of the ring. If applying to the ring, be careful not to get epoxy on the threads. Clean off any excess and insert the ring into the recess. Repeat for the other ring. Allow epoxy to cure fully before threaded the base and lid together.
